Whether the radio is new or used is irrelevant. The firefighters can't rightfully blame the Mayor for the firefighters' own failure to test their own radios.

He meant first time that he had a chance to use it in a real fire situation.They were not properly field tested.I am sure he had used the radio several times for standard transmissions on non emergency tripped fire alarms,car accidents,etc.All they knew was that the radios were brand new and in working order.Who's fault? Guiliani -- because like Bush -- the leader has to take the blame - that's his responsibility.
