No the bear has to long of a body and this has hair on it. The feet are longer than they appear if you look at some of the better pictures you can see some weird looking toes that are almost invisible cause the end is hidden like the root was.

It's a black bear with severe mange. Notice the feet--quite non-humanoid. An animal will appear to have longer and thinner legs when most of the hair is gone.
