If you squeeze the arms panels the hinge slides in and they do lock together.

I didn't want this figure but got him anyway, and was pleasantly surprised. He really grows on you and looks pretty good on the shelf. I think the cannon/sword looks much better if you put in the centre of the wheel on his shoulder and sort of rest it on the back panel of his arm. Looks like a Megatron-esque arm cannon that way.

The wheels can all spin at once. You have to adjust the back wheels because they get locked in somehow.
