Indeed. Vic corrupted Shane. What Shane did was beyond wrong, but it's clear that he was extremely remorseful, especially once he found out that Lem never turned.
Vic, on the other hand, has murdered multiple people. He is even apparently willing to murder a pregnant woman just to save his own ass.
I know we all love Vic the character, but come on, the man deserves to be taken down. He's a bad dude.
