1. You can't just put kids under labels like smart and dumb-as-a-rock. Every individual learns differently and has different interests.
2. I'm guessing that the people who you refer to as "smart kids" are the ones do good in math and science which does not make them intelligent at all. All it means is that the have organized minds.
3. I'm also guessing that "dumb-as-a-rock" is your dumb way of perceiving kids that have other interests like artists.

Schools stifle creativity and intelligence for more reasons than this.
When I was in school they would constantly tell us we were going to get "creative" assignments. All that "creative" meant in this context was "not multiple choice". Usually it meant essays where you had to adhere to arbitrarily narrow constraints, and agree with the teacher. Gore Vidal doesn't use the essay writing rules they taught us!
It's all about teaching you to follow rules, always. It's never about learning.

I spent my entire education, under constant discipline for resisting the system. Teachers effectively decided that I was trouble, save one or two who I suspect intuited something. It was not until I walked out of a lecture at University having decided my degree was a waste of time, that I started to make real progress in life. I recently took an IQ test and scored 151, which stunned me but explains a lot.
