Regardless of time frame, the girl that plays Gaara wears a wig, her hair is actually to the middle of her back, and it's been a rather long time since she's BEEN Gaara. I'm quite certain you've been lied to.

In episode 4, Kakashi, whilst fighting Naruto, makes a hand signal that Sakura mistakes for a powerful jutsu. He actually uses the 'thousand years of pain' 'technique'. xD Watch it, you'll see.
