This bone appears to be the back part of a WHALE SKULL. The two smooth bumps with the hole between appear to be occipital condyles, which are the place on the skull were the first cervical vertebra (neck bone) attaches and the spinal cord enters. I'm not sure about the second hole. My speculations in order of decreasing likelihood: 1) a hoax played by somebody. 2) an ancient "stranding" where a baleen whale swam up a river into the boreal forest. 3) the best evidence yet for Noah's flood.
