comparing the rotary and the piston engine's displacements in this case as is somewhat pointless. yes, the conventional piston engine has larger displacement, but has less power strokes per revolution compaired to the rotary. saying the 1.3L rotary turbo doesn't have advantage over the 2.2L N/A is only looking at half the details. Not to mention that the 1.3 rotary can handle much higher rpms than the 2.2, giving it even more advantage with a turbo.

Rotary Power! Tsuchiya-san is a better driver than the other guy, so if the roles were reversed the result would have been quicker :D The Fujita/FEED RX-7 has been much more developed since this was filmed as well, so if it were to be run again the S2000 would have 0 chance :D
