You can spend $99 upgrading your processor and than use a good set of free programs to encode your videos like MeGUI + x264 (h-264 compliant) + AAC or Vorbis (audio).
The performance will be much better than any USB device.

what software is available on PC to encode with H.264 except Quictime PRO. FOr example i use Sony Vegas PRO 8.0 but have no idea how to render as .MP4 with H.264. share your knowledge if you know, thx
