a nuke such as this DOES release radiation regardless of presence of particles or not at the time of explosion - which doesn't make them "just another bomb". But you right about the particles - in order for RADIOACTIVE FALLOUT to be created there has to be something present to irradiate - dust, water vapor, etc - anything that will eventually come back down to earth. If the earth is close enough to the explosion then it could be irradiated - dust could be pick off it later by the wind.

problem is that such a plan trying to enter US air space would get shot down. ICBM missiles would have a better penetration into a given territory, but I'm not sure if an ICBM could carry a warhead this big.

That's only if the bomb detonates on the ground. Because then churned up earth gets flung into the atmosphere, and mixed with atomic particles. That's fallout. Otherwise nukes are just very, very big bombs. I think. but then again, I'm not an expert.
