A layer 3 switch can switch packets. Tje 2950 is not a layer 3 switch. Even though it can use ip commands. Every layer 2 switch has the capabilities to have the use of ip commands. That does not make it layer 3. You should check your sources.

There's one issue with this. 2950s have Layer 3 Switching capabilities. 2950s are not pure layer 2 switches. And on a layer 2 only switch, there will be no ip commands.
