Yes because the Dems have not been effective at countering ... Bush! The same folks who voted them IN with a majority in '06 are anti-Bush. That was a vote for the Dems to put an end to the Iraq war. The war is still going strong, and Bush still appears to be getting his way, so low approval for Congress is no surprise.
