日本最大6億立方メー ルの貯水量を誇る新潟県奧遠和ダム。ダムの運転員・富樫輝男は同僚の吉岡和志と、猛吹雪の中遭難者救助に出発する。遭難者を運ぶ途中、吉岡が負傷し、富樫は応援を呼ぶために下山する。しかし、先を急ぐ富樫をホワイトアウト──吹雪の中発生したガスが視界を完全に奪ってしまう白い闇──が襲う...。翌朝、遭難者は救助されるが、吉岡は遺体で発見される。2ヶ月後、吉岡のフィアンセ・平川千晶が奧遠和ダムを訪れる。千晶がダムに到着したその時、突然、ダムと発電所がテロリスト・グループに占拠される。犯人グループはダムの職員を人質にとって24時間以内に50億円を用意するよう政府に要求、ダムに通じる唯一のルートは犯人グループが爆破、悪天候でヘリコプターも飛ばせず、警察は成す術もない。そんな中、偶然逃げおおせた富樫は、仲間と麓の20万世帯を救うことを決意する。今、富樫のたった一人の闘いがはじまった...。
